China Embassy Legalization Washington DC

Do you need China Embassy Legalization?

China is not a member of the Hague Apostille Convention.  Certifying and legalizing documents for this country is a three step process.  All State issued documents require Secretary of State certification, followed by US Department of State certification, and finally legalized through the Chinese Embassy in Washington, D.C.

The Chinese Embassy is very selective on the type of documents they accept.  Documents improperly notarized and/or certified through the wrong State office will be rejected by the Embassy.  For example, a California birth certificate will first need to be processed through the State of California, US Department of State in D.C., then the Embassy.  Beware of companies who ask you to upload your documents and certify by a different State than it’s origin.   Only original documents can be processed for China.

Secretary of State Apostille

Do you need a Secretary of State Apostille?

Apostilles are issued for documents originating in the United States (Example: Birth, Death, Marriage, Divorce, etc…) and for another country who is a member of the Hague Apostille Convention.  The apostille verifies the official who signed your document.  For example, a birth certificate from California will have the signature of the County Clerk.  Birth certificates from Florida will include the signature of the State Registrar.

Documents notarized in the United States (Example: Power of Attorney, Authorization of Agent, Single Status Affidavit, etc..) and for another country also qualifies for an apostille.  In order to apostille a notarized document, you will need to meet with a notary public who will notarize your signature on the document.

If you are outside of the USA and need to apostille your documents, you can mail in your documents for processing.  It’s not necessary to return back to the USA. We can apostille your documents and return them to you by UPS/FedEx international priority shipping.

GED Diploma Apostille

Do you need an apostille on your GED Diploma?

Step #1: The first step is to contact the School’s Registrar and inform the Registrar that you will need the original or a color copy of your GED diploma to be signed and notarized.  The Registrar with either ask you to mail in the original or e-mail a color copy. Some schools may request that you purchase a new diploma. If the school does not have a notary on staff, a traveling notary can visit the school and meet with the Registrar.  You can search online and arrange for a traveling notary service to visit the school when it’s convenient for the Registrar.  Most notaries are unfamiliar with authenticating a diploma for another country so it’s best to leave the apostille process to us.  The notary must follow the proper notarial laws of their State in order for the State office to authenticate the document.

Step #2: Once you receive your notarized diploma, go ahead and verify that the diploma has been signed and notarized.  Some schools will sign and notarize the back of the diploma while others have enough space to use the front. We have even seen some school attach a signed and notarized affidavit attesting to the validity of this document. The original signature and the printed name of the Registrar must be on the documents including the notary’s name, signature, date of notarization, notarial wording, and stamp.

Car Title Registration Certificate Apostille

Are you transferring, selling, or registering your car in foreign country and need to apostille the Car Title and Registration Certificate issued by the DMV?

In order to register a car in a foreign country and prove the ownership and/or sale is legitimate, the car tile and registration certificate will need to be signed, notarized, and apostilled.  The original signature of the transferrer must be witnessed by the notary public.

The owner of the car must sign and have his/her signature notarized on the car title registration.  Once notarized, then the documents can be mailed in to our apostille office for the state issued apostille.

The title of the car can be signed and notarized anywhere within the United State and at any U.S. Embassy located in a foreign country.   Any local notary near you can witness the transferrer of the title sign and notarize this document.  If there is space on the certificate, the notarization can be performed on the title or a separate acknowledgment or jurat statement can be attached to the registration certificate.  We recommend that the notary at a minimum place their seal and signature on the certificate.

It’s extremely important to find a notary who will notarize the certificate correctly.  This means that the notary must follow proper state notarial laws.  This typically includes signing their name on the document, placing their seal, and also including proper notarial wording.

Diploma Legalization and Certification for Saudi Arabia

Do you have a job offer in Saudi Arabia?  Do you need your diploma certified and legalized for the Kingdom of Saudi Arabia (KSA)?

Note: The Saudi Arabia Cultural Mission (SACM) does not attest online degrees.  They will only attest degrees from accredited US based Universities.  It can take up to two months to authenticate your documents through the Mission.

Certifying and legalizing a diploma for Saudi Arabia is a multi-step process.

In order to certify and legalize your diploma, you will need to provide the following documentations.

  1. Letter to the Director of Authentications at SACM stating the reason of your authentication. (There is a sample letter attached – Reference: SACM 1)
  1. Letter of written consent allowing SACM to directly contact your University.  This letter allows SACM authorization to contact your school and verify your information including transcripts, certificates,grades, etc…(There is a sample letter attached – Reference: SACM 2)
  1. Degree Verification Certificate.  You can request the Degree Verify Certificate from the National Student Clearinghouse website here: http://www.degreeverify.com.  Be sure to print the page verifying your information using your “transaction ID number”.  This letter must be in a sealed envelope.  (There is a sample letter attached – Reference: SACM 3)
  1. Degree Verification Letter.  We will need a letter from the University you attended in a sealed university envelope. This letter must state the degree granted to you, the dates you attended the university, and method of completion: (online, distance learning, or regular classroom).  The letter must specify all online credits, and credits completed on the main campus of the university.  (There is a sample letter attached  Reference: SACM 4)
  1.  Distance Learning Form– The attached distance learning form filled out by the University and sent in a sealed envelope from the registrar’s office directly to the Saudi Arabia Cultural Mission. (There is a sample letter attached  Reference: SACM 5)

  1.  Nurses and physicians are required to provide us with a copy of all their previous applicable diplomas and their practice license (including the email and telephone number of the clinic for confirmation of the validity of the license).
  1.  Copy of Employment Contract.  This contract must be printed on company letterhead and signed by the company official and you accepting the position.
  1.  Color copy of your Passport.
  1.  Original copy of your updated University/College transcripts in a sealed envelope.
  1.  Notarized copy of University/College degree.  We recommend that you contact the school’s registrar and request either the original diploma or color copy to be signed and notarized.

Additional Information:

In order for an applicant to be qualified for a position in the Kingdom of Saudi Arabia (KSA) he/she will need to meet the requirements and regulations issued by the Saudi MINISTRY OF EDUCATION (MOE) & SACM. The University must be recommended, and no online classes are accepted except twelve hours for Bachelor and six hours for Master & PHD.

Note (1): Please bear in mind that in order for SACM to certify a degree, they take into consideration other factors such as: content of the University program undertaken by the student, location where the courses were taken, percentage of online courses taken and some other factors which are unknown by us, which may delay or reject the request.  Presenting a diploma from an accredited US University does not guarantee that it is going to be approved by the SACM.

Keep in mind that if the request for certification by the SACM is not approved the amount for the service is non-refundable. We will need to receive all the documents requested above (Except for #5) before we can begin to process your order.

Apostille Transcript

Do you need to apostille your transcripts?

If you attended a High School, College, University, or a Trade School in the United States and plan to work, continue your education, or obtain a long term Visa in another country, the requesting country will ask that your transcripts be authenticated by the School’s Registrar prior to receiving an apostille from the Secretary of State.

A transcript must be signed and notarized by the School’s Registrar. In order to determine if your transcript has been notarized, you can look for the original signature of the Registrar and the seal and signature of the notary public on the transcript. Every school has policies and procedures on how a transcript is notarized. I recommend that you contact the school and find out their procedure and if they have a notary on staff.  You can also request a traveling notary to meet with the Registrar.

BEWARE OF APOSTILLE SERVICE COMPANIES WHO WILL RE-NOTARIZE YOUR TRANSCRIPT IN ANOTHER STATE OR WITHOUT THE SCHOOL REGISTRAR’S SIGNATURE.

In some situations, the school will draft a letter on school letterhead certifying that the attached copy of the transcript is authentic.  This letter is then notarized and apostilled from the State office. Also, the country requesting your transcript will provide you instructions on what is required.

Once your transcript has been notarized, we recommend that you contact us so we can email you the instructions and order forms.  Also, some countries have strict requirements on how a transcript should be authenticated.  These countries include: Kuwait, Qatar, and Saudi Arabia.  Documents destined for these countries require multiple steps and additional supporting documentation.

The processing time and cost depends on the State the transcript has been notarized in and the country requesting the degree. For example, a degree notarized in California and for Spain is going to cost less than a degree notarized in New York and for Qatar.  Our staff can provide you the cost and processing time.

Legalization Process – Embassy or Consulate

The process of legalizing documents for non Hague Apostille Countries is either a two or three step process.  The steps include State certification, US Department of State certification (if required), and Embassy or Consulate legalization. Depending on the jurisdiction of your documents, either the Embassy or the Consulate office will legalize your documents.

In addition to the steps mentioned above, some documents may require additional steps to complete (Example: Commercial Invoices and Certificate of Origin).

The actual number of steps would depend on the type of documents you, the State your documents originate from, and the country requesting your documents.

From our experience, only a handful of documents will require the Chamber of Commerce to issue and/or notarize.

These documents include:

A certificate of Free Sale can be issued by the Company, Chamber of Commerce, State office, and Federal Government.  It’s important to find out who will issue this document.  For some documents, the FDA can issue the Certificate of Free sale.

If you are planning to export goods into another country, you will be required to provide the necessary paperwork (Certificate of Origin and Commercial Invoice).  The most common countries to request these type of documents are: Qatar, Kuwait, United Arab Emirates (UAE), Iraq, Jordan, Egypt, Saudi Arabia, Oman, Libya, Yemen, Lebanon, Vietnam, and Iran.
