Document Legalization

Before getting stared, it’s important to note that Bahrain and Oman are both members of the Hague Apostille Convention. Document destined for these countries can only be apostilled by the State office (Example: New York Apostille for Oman).  We cannot certify or attest documents for Bahrain or Oman through the U.S. Department of State or the Embassy office because an apostille is sufficient authentication for these two countries.

From our experience, we recommend that you choose to have your documents certified, legalized, and attested for either Saudi Arabia or Kuwait.  In order to do this, your documents require State certification, US Department of State certification, and Embassy or Consulate legalization.  Certifying and legalizing your documents for Saudi Arabia and Kuwait is the fastest and cheapest way to authenticate your documents for the GCC.  We recommend that you contact our office so we can provide you a breakdown in cost and processing time.

County Authentication and State Apostille

United States ApostilleAt International Apostille Services, Inc., we take the guesswork out of authenticating your documents through the County Clerk’s office and obtaining the apostille from the State’s office.

In the United States, a handful of States still require a notarized document to also be authenticated by the County Clerk’s office before the State will attach the apostille.

These five States are:

  1. Hawaii
  2. Kentucky
  3. Maryland
  4. New York  (No additional cost if in NYC)
  5. Tennessee

If your documents has been notarized in any of the five States above, your documents will need to be authenticated by the County Clerk’s office before the State will attach the apostille.  Our office can authenticate your documents from the County Clerk’s office prior to obtaining the apostille form the Secretary of State’s office.  Or, if you are in the County your documents have been notarized in and you would like to save time and money, you can take the notarized document to the County Clerk’s office and authenticate the notary’s seal and signature.  Once authenticated, you can then mail in your documents to our office so we can obtain the State apostille

Q. Why does my document require County Clerk authentication?
A. Unfortunately, in a handful of States, the Secretary of State does not have the official signature of the notary on staff even though the notary is commission by the same office that provides the apostille.  The State will recognize the official signature of the County Clerk but not the notary.  Hopefully, in the near future, these States will eliminate this additional step.

Q. Can you handle the County and the State?
A. Yes, we can handle both steps.  Please note that we do charge a fee for County Clerk authentication in addition to our State apostille fee.  In the State of New York, if your document has been notarized in NYC, we do not charge an additional fee.

Qatar Diploma Legalization, Certification, Attestation

Certifying and legalizing your diploma for the Country of Qatar is a three step process.  Qatar Document Legalization.  The three steps including State certification, U.S. Department of State certification, and Embassy or Consulate legalization.

The Qatar Consulate or Embassy has strict requirements on attesting diplomas and/transcripts.  If you are unable to obtain any of the following documents, please Contact Us before you mail-in your documents to our office for processing.

Here is the list of five documents we will need  (Updated June 2016):
– Copy of your passport
– Original diploma notarized by the school’s registrar.  This must be the original diploma or a new notarized diploma from the school.  Black and white or color copies will not be accepted.
– Original transcript.  This must be an original transcript printed by the school.  Copies will not be accepted. This document must be notarized by the school’s registrar.
– Signed and completed Education Records Consent and Release Form (We will email you this form to complete)
– Signed letter from the school (Enrollment Verification Letter) addressed to the Consulate General of Qatar stating that all of your classes were completed in class and on campus. If any of your classes were completed online, the letter must state the percentage of classes that were completed online.  This letter must be an original letter with a ink signature and must be signed and notarized by the school’s registrar.  Please see below the key points that must be on the letter.

Verification must include the following key point:

  • Certificate information is accurate
  • Enrollment and attendance (Full-time, part-time, distance)
  • Study and test locations
  • Degree obtained by the student (diploma: Bachelor’s, Master’s, Doctorate)
  • Duration of the program
  • The actual time the student spent to get the certificate (Study start date and end date)
  • If this is a public or private academic institution
  • If the student attended more than one institution, it must mention this in the letter.
  • The letter must mention that the diploma took place on campus.  If the student took classes online, they will need to know how many classes where taken online and the percentage of these classes.
  • This letter must be signed and notarized by the school’s registrar.

– Any university degree issued before 01/01/2000 must be submitted with a letter addressed to the Consulate of Qatar proving the completion of all courses, along with an original transcript

– Any university degree issued after 01/01/2000 must be submitted with a letter addressed to the Consulate of Qatar proving the completion of all courses in-class rather than online), along with an original transcript

Here are the two simple steps you will need to take before we can begin to certify and attest your diploma:

Step 1: Notarize Your Diploma – The first step is to contact the universities registrar and request the original diploma to be notarized.  If the school does not have a notary on staff, you will need to request a traveling notary to visit the school and meet with the Registrar.

Step 2: Mail-in Your Documents – The second step is to mail in your original notarized diploma included the documents the Qatar Embassy or Consulate office will require (see list above).  Failure to provide the required documents will cause delays in attesting your diploma.

Certifying and legalizing your diploma through the Qatar Embassy or Consulate is a multi-step process.  We will need to first certify your diploma through the State (Example: California), the U.S. Department of State, and the Qatar Embassy or Consulate office.

What is Document Legalization?

Embassy-and-Consulate-LegalizationDocument legalization refers to the process of authenticating a document for a foreign country who has not yet adopted the simpler apostille process.  Legalizing a document issued in the USA and for a non-apostille country requires multiple government offices to certify the document before being presented to the Embassy or Consulate office for legalization (Final step).

This solves the dilemma by creating a chain of authentications (County, State, U.S. Department of State, and Embassy or Consulate office), by a progressively higher government authority so as to satisfy the requirement of the Embassy or Consulate office located in the United States.

A document originating from or notarized within the United States must be certified and legalized in the USA and presented to the Embassy or Consulate office before you can register the document in the foreign country.

Here is a brief illustration:

Certifying and legalizing a document for a non-apostille member country requires two to three steps to complete.  In some instances, there could be four steps (County Clerk Authentication of notary’s seal and signature).  The number of steps would depend on the State your documents originate from, the type of documents you need legalized, and the Country requesting your documents.  In addition, some States may require a notarized document to also be authenticated by the County Clerk’s office which can increase the steps from three to four.

The number of steps required can be answered by answering the following questions:

  1. The U.S. State your documents have been issued from.
  2. The type of documents you need certified and legalized (Example: Birth, Death, Divorce, Notarized Business documents, etc…)
  3. The Country requesting your documents.

For example, certifying and legalizing a document for the United Arab Emirates (UAE) is a three step process while certifying and legalizing a document for Brazil can be only a two step process.  When the jurisdiction of a document falls on the Embassy, the document will also require processing through the U.S. Department of State in Washington, D.C.

Apostille a Notarized Document

A document notarized within a US State must receive an apostille from the same US State.  For example, if your document was notarized in New York City, your document must receive an apostille from the New York Department of State.  An apostille verifies the signature and seal of the notary public.  The State will also very that the document contains proper notarial wording.  You cannot apostille a New York notarized document in another US State.

In a handful of US States, a notarized document will also require county clerk authentication before the Secretary of State will attach the apostille.  These States are: New York, Kentucky, Hawaii, Maryland, and Tennessee.  For example, if you are in Baltimore, Maryland and your document requires notarization and apostille, your document must first be authenticated by the County Clerk’s office before the State of Maryland can attach the apostille.

We can apostille documents notarized in any of the 50 US States including documents notarized at any US Embassy or US Consulate office destined for another country.  There are currently 110 countries who are members of the Hague Apostille Convention.

  1. Your documents have been notarized.
  2. The notary has places his/her seal and signature on the documents.
  3. The notary has also indicated the person who’s signature has been notarized.
  4. The notary has dated the date of the notarization.
  5. Proper notarial wording has been added by the notary per State law.
  6.  You have the correct order forms from International Apostille Services, Inc.
