China is not a member of the Hague Apostille Convention.  Certifying and legalizing documents for this country is a three step process.  All State issued documents require Secretary of State certification, followed by US Department of State certification, and finally legalized through the Chinese Embassy in Washington, D.C.

The Chinese Embassy is very selective on the type of documents they accept.  Documents improperly notarized and/or certified through the wrong State office will be rejected by the Embassy.  For example, a California birth certificate will first need to be processed through the State of California, US Department of State in D.C., then the Embassy.  Beware of companies who ask you to upload your documents and certify by a different State than it’s origin.   Only original documents can be processed for China.

Certifying and legalizing documents for China can complicated and time consuming.  Don’t leave this process to untrained employees or non-professionals who do not fully understand the Apostille process and the unique requirements of certain countries.
