The UAE (United Arab Emirates) is not a member of the Hague Apostille Convention (Convention of 5 October 1961 Abolishing the Requirement of Legalization for Foreign Public Documents).  Documents being sent to this country require State, U.S. Department of State, and the UAE (United Arab Emirates) Embassy legalization.  This three step process is necessary in order for the country of the UAE (United Arab Emirates) to accept your documents.

Kuwait Embassy Attestation

Certifying and legalizing documents for Kuwait is a three step process.  Documents originating from any of the 50 United States and the District of Columbia must first be processed through the State before it can be processed through the US Department of State and then the Kuwait Embassy or Consulate office.  Documents originating from the US Federal Government (Example: FBI, FDA, USDA, Social Security, etc..) does not need state certification and can be processed through the US Department of State and the Kuwait Embassy in Washington, D.C.

The Kuwait Embassy in Washington, D.C. has jurisdiction over the following States: Alabama, Connecticut, Delaware, District of Columbia, Florida, Georgia, Illinois, Indiana, Kentucky, Maine, Maryland, Massachusetts, Michigan, Mississippi, New Hampshire, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Rhode Island, South Carolina, Tennessee, Vermont, Virginia, West Virginia, and Wisconsin.

The Kuwait Consulate General in Los Angeles has jurisdiction over the following States: Alaska, Arizona, Arkansas, California, Colorado, Hawaii, Idaho, Iowa, Kansas, Louisiana, Minnesota, Missouri, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington State, and Wyoming.

For example, if your birth certificate originates from the state of California, then your document will need to be certified by the State of California, the US Department of State in Washington, DC, and the Kuwait Consulate in Los Angeles.  If your birth certificate originates from Florida, then your document will need to be certified by the State of Florida, the US Department of State in Washington, DC, and the Kuwait Embassy in Washington, D.C.
