Legalizing documents for the United Arab Emirates is a multi-step process. The first step is certifying your documents with the State office (Secretary of State or Lieutenant Governor’s office). Certifying a document for UAE is different than an Apostille. Because the UAE is not a member of the Hague Apostille Convention, your documents will also require U.S. Department of State legalization in Washington, D.C. and Embassy or Consulate legalization. For example, if your documents are originating from New York, you will need New York Department of State certification, U.S. Department of State Certification, and United Emirates Embassy legalization.
