Guatemala is not a member of the Hague Apostille Convention (Convention of 5 October 1961 Abolishing the Requirement of Legalization for Foreign Public Documents). Documents being sent to this country require State, US Department of State (If required), and Guatemala Embassy or Consulate legalization.
